“Member state” and “state you can work in tomorrow” are different things. A jurisdiction can enact compact legislation years before it issues a single privilege, and a privilege you cannot yet apply for does not help you take a contract. These lists are grouped by what you can actually do today: 38 jurisdictions are issuing PT Compact privileges, 8 are issuing OT Compact privileges, and 4 are issuing ASLP-IC privileges.
